I don't think oil was ever used in electrolytics. I suspect however, that
is what your friend was thinking of....While I am not sure what exactly is
inside of an electrolytic, I would bet that it is pretty benign....just to
be on the safe side, don't connect them in backwards.... :-)
And yes, they did at one time use PCB in oil filled capacitors...that I am
pretty sure about....just be careful of those 1uF 10,000 volt caps. :-)
