ooo, there's a sticky bag of worms.
IMHO, the PC, as you can download the VSTi SDK and get going with that
fairly quickly.

The Mac is ok, but I'm still learning my way around OSX, and man its odd..

VST SDK = £0 , its free...
There's also loads of support and forums around.
