Yes, it's the isp22V10, made by Lattice Semiconductor. It has 4 more
pins than a regular 22V10, for the ISP interface.

I used their parts *religiously* for a few years in the mid-1990s,
but a change in projects, and then employers, means that I haven't
laid eyes on the parts in nearly 5 years.
