I don't know if this drawing has any more details than what you already have,
but it might help a little bit:

For one thing, the device was also available as LM3216, which was manufactured
by Sanyo, even though it looks like a National Semiconductor part number. I
wasn't able to verify that National ever made the LM3216.
Wait... Just before I gave up looking, I found this datasheet!

It's not in English, and it's not the most legible pdf I've ever seen, but it
should contain enough info to make it worth your time. The part turns out to be
a P-MOS divider, which operates from a negative supply voltage. The chip seems
happiest when all voltages are kept between -30V and 0V (or less.)
