In a way, yes. Because of the fact that it is actually going to be a
module. And one good reason to use an adder to implement counters is that,
if I want to have a counter that can increment by either 1 or 3, or say
even increment by 1, decrement by 2, it is fairly easy to do with an
adder. If all I needed was just a plain up/down counter, then something
like an HC169 would fit the bill (except , you can no longer get 74HC169's
either :-).....or I guess, that should be :-(
