I would make a set of plates or rods with a gap between them.  They should be
adjusted
for the distance between them.  Then make a very high voltage power supply, and
charge
a really GOOD capacitor through a big resistor....with that gap in parallel with
the cap.

When the cap ramps up to the voltage needed to arc over... it will.

there would still be the issue of having the apparatus block part of the
speheric wave.

Another idea would be to have a capacitor charged... with a spst switch
(la-la-la) of
suitable voltage... wired to insulated wire leading to a short length of very
fine magnet
wire.  The current available would vaporize the wire, and the arc would start as
the
wire opened up.

None of these are things to try in an occupied building, at least until you get
very good at it.
There is a web article called "Arcstarter's corn cannon page" which has links to
some buddies
of his, who play high voltage demolition all the time.  See what THEY do to not
kill themselves
before you start.
