I'd be scared like hell working with such thing, but giving ideas
is safer ;)

About triggering the pulse - maybe we dont need 1kV at all, but
say, 100V. And a very thin wire moved by servo or something,
that is moving from one electrode to the other. When it contacts,
little wire vaporizes and most of discharge current flows thru
ionized air. I saw on TV once thunder triggering using this way.
They fired small rocked pulling thin wire into clouds.
