[sdiy] steel clock from spdif

Hi list.

I'm trying to steel the clockpulse from a spdif port.
I need to end up with 44.100 Hz...
But...
The spdif from the various spdif sockets that are lying around here
seem to have outragiously low outputs, say 0.15 volt, way to low
to process. Is that normal?
Is there a simple 1 stone sollution with a pll that takes spdif
as an input and outputs the clock?
If I have that, I assume I can devide it to the needed freq. Correct?
