I'm pretty sure that the 4030 is one of the early CMOS devices, and the 4070 
is a later and improved device.  Their actual function is the same, but the 
internal topology to acheive that function is different.  I think the 4070 can 
usually be subbed for the 4030, unless the circuit depends on the specific 
characteristics of the 4030 (propagation delay, output current drive, etc.).

As far as I know, the 4066 is the same, except that it has a slightly lower 
"on" resistance.  You can almost always subsitute one for the other with no 
problems.

As usual, someone smarter than me can (and should) correct this, or fill in 
the important details.
