BUT I would recomend getting a picprogrammer and using a 16f628, a 
discrete circuit would of course work but why build one of thoose??
It would be cheaper to buy a picprogrammer and build a pic based 
thingie instead.

Check out Marc's site, he's got some great examples on how to use a 
cheap pic in midi applications.
