[sdiy] Inexpensive synth kit for bass use?

I talked to a fellow today that wanted to hook up a small pedal board
(taken from a broken old organ), and use them as a stand-alone bass pedal
type instrument. There are many ways to do something like this, including
cannibalizing some of the old organ bass circuitry, but that might not be
feasible in his case.
If a person wanted to build an inexpensive synth and connect it to a small
bass pedalboard, what sort of kit or pre-built module would *you* advise?
I'm thinking of something fairly simple, and something that will be
primarily used to play bass notes. However, being able to play other types
of sounds would probably interest this person as well.
So what's a good simple synth to build or use for this purpose? He plans to
play the instrument in church, so it doesn't need to be the latest word in
extreme techno sound and effects. It doesn't have to be too exotic, and it
doesn't have to do a perfect imitation of any acoustic instrument. It just
needs to have a pleasing character, especially when used for bass, and not
be too expensive.
