First 2 frames were made with cheap (junk toy) drill while the rail was held in vise. No special tools required. Making 3rd one was a pleasure because it was done on drill press. So yes, it helps, but is not essential.
First I mark all the holes positions with knife, adding 5.08mm (0.2'') each time on calculator and finding aproximate position on meter ruler. Then mark horizontal line 2mm below upper edge, and using hammer/point technique I prepare spots for drilling. Then it's only a matter of holding the drill in right position.
