Since this was made for a flute, it also contains an envelope follower
and an ADC. When the input level exceeds a (low) threshold a Note On
message is sent. When you want to tie it permanently to a VCO output
this feature possibly isn't required.

Otherwise, if the input frequency changes enough, a Note On/Off pair
is sent. This is done in the "legato" way: First Note On of the new
note, then Note Off of the old one.
