Buy one of those kids voice changer bullhorns. Replace the timing resistor 
with a pot and/or LFO and replace the speaker/mic with jacks. Put it in a 
sturdy enclosure and you'll be all set. Extremely lofi, but fun and 
inexpensive. I put one in a drum machine. Listen to the Dengerator sample. 
It's synth going though it, not vocals but might give you an idea...
