CPLD are starting around $5 in single quantity, development systems 
with programming facilities from $50 (or less if used). For the most 
common families DIY programming circuits compatible with the (free) 
software are available.

Todays CPLD are mostly like EEPROM, they retain their programming, are 
re-programmable and are live on power up. Most families are even 
in-system programmable, which means you can alter their content in the 
application board provided that you did not use the programming pins 
for something else.
