[sdiy] My first failure (4069 VCO)!

Hi all,
 Today I tired to build the 4069 based VCO, and it did not go well.
After hours of soldering, I powered it up and got nothing on the
outputs. I'm going to try to figure out what's wrong, but not today, I
need a break. Could it be that the capaciters I used are electrolytic?
I'll post pictures up at a later date, so say tuned. Thanks for
