If the timing cap (the one that is used in the integrator) is
electrolytic, then I can imagine that it's just too large. You want
2.2 nano farads (2.2nF), not 2.2 micro farads (2.2uF) (1,000 times too
large). If that's what you did, it may actually be working, but as a
VCLFO.
