Have you checked out Audacity? It's open source and free.

I'm not sure if it is 100% compatible with your system, but you might want
to look into it. You can mix down multiple tracks of audio with it, but you
can only record one stereo track at a time. It should make a fine stereo
recorder for your purpose.

This program also has some support for VST effects plugins, but be warned
that this feature is relatively new and isn't 100% compatible with all the
VST plugins available, but it works with many of them. 

The program also has some effects of its own, including noise reduction.
The noise reduction might be of special interest for your tape
transcription project. This is the style of noise reduction where the
computer analyzes a short section of pure background noise, and then
proceeds to remove that sound from the rest of your recording. This is
similar to the noise reduction in CoolEdit and other programs. Used with
care, it can make a big improvement in a noisy tape transcription.
