Are you a Windows user?  Try WinAVR (a *free* C compiler for the AVR
micros):

I've just finished using it for an AVR project and, while it _is_ GCC, I
have been vaguely impressed with it (almost....)

There are also versions for various UNIX flavours, and I've got it to
compile on OSX.

And Rainer's right about the programmer: if you can solder a few wires and
a 25-way D plug then you can make your own programmer and program them in
your circuit (called "In-System Programmable" : ISP).

I used an STK200 type programmer that I scrounged from from a distributor.
There is a program included with WinAVR, called AVRDUDE, that will drive
most basic programmers.
