Normally 4053 are quite robust, they don't break that easy.
I've used a few hundred of these without static protection and never had
problems.
- What series 4053 are you using (brands make multiple series).
CD4xxx or HE4xxx can handle up to 18V,
but some other series like HC4xxx can handle no more than 6V supply.
- Another thing that comes to mind is a connection error,
it is quit unusual not to make connection errors even for experienced
builders.
Possibly the problem is with other components than the 4053.
- Did you connect Vee (pin 7) to the right voltage?
