I remember this thread, and I also have seen the very same thing from
SOME manfacturers' devices but not all. I am pretty sure that National's
parts don't do this.

Having said that I tend to bung an LED/resistor on the negative rail to
act as a power-on indicator and to provide the minimum load requirement.
