    That is exactly what they do, if I remember the process correctly.  Nobody
does it anymore.  Harris was the last company that did dialectric isolation, and
they are no more.  It was very expensive to do (compared to other processes).  As
I recall, each transistor sat in it's own SiO2 well, which kept leackage down.
