Well, since you asked...
"When the shades icon  appears next to a User
    ID, it signifies that the user has been a registered
    eBay user for 30 days or less, or has changed
    his/her User ID within the last 30 days. The shades
     icon will disappear after the user has maintained
     the same User ID for a 30-day period."

What ebay ID and feedback info is actually WORTH is a whole other topic...
I was recently defrauded by someone ("emulatorthree") who had several 
hundred positive feedbacks, and a "verified" Paypal account.
After accepting payment from me for an Oberheim via Paypal (I'm also 
"verified" -- big whoop), he vanished (along with about eight other 
peoples' payments),
and I discovered that ebay & paypal investigations & fraud squads were
absolutely USELESS ("we tried to contact him, but he didn't respond -- case
closed").
On ebay as elsewhere, it's always a crapshoot -- there are steps you can 
take to minimize the risk (many of which have been discussed here before),
but unless you can do a local, face-to-face transaction, there's always 
that period between sending off your money & getting SOMETHING in return.

But hell, it's only money...
