No, it means "this user used to have a different account, but has now
signed up for a new one". 

My Ebay account name is currently "jamos at technotoys.com". Having my email
address in there is stupid - I've been deluged with Ebay spam - but if I
were to change that, I'd loose all my good feedback and would end up with a
set of shades. My Dad has shades on his account - no idea why, since he's
only bought one item, and sold none; I think he may have forgotten his
account name and signed up for a new one.

OTOH, I was spoofed by a shadester on a recent sale. So it does pay to be
cautious. If you're worried, ask the seller why they have shades.
