Just being silly, but: I bet it could be done...
Perhaps a servo motor with an eccentric cam to control the rubber band?
Think of an egg-shaped tensioner with the servo's shaft attached near one
of the edges. It could control the tension of the ruber band, and
therfore the damping. In the most slack position, you could have no added
tension from the rubber band.
Probably a real pain in the a$$ to implement, but it could work. And it
would definitely be a unique module :)
