Yes, oscillator signals would be mixed with a sync signal.

Please get a book on video production, it will have a section explaining
cmposite video signal structure.

It will work, but you still need a sync signal to make the
monitor display a proper raster. Usually the sync is
fed to the monitor thru a separate input or mixed with the green signal.
