If the output never goes to high, it won't harm.
If the grounded output goes to high, the current limiting of the p-channel
output FET will normally prevent damage, but you're wasting energy
and the chip gets warm. There might be a problem if you do this on several
outputs, if you exceed the total allowed power consumption.

Why do you want to do this?
