The whole question sounds awfull familiar to me.

Is the project to try to turn a PC serial port card (which can't do 31.25
kbaud) into a MIDI interface?  If so, check here:

They describe changing the crystal that's clocking the UARTs, to get the
right baud rates out of it.  IF that's that you're after, then it's easier
than finding some esoteric chips!
