Yes, they are. But I've heard from several sources they are prone to
breaking, which causes most people to use HSS bits. I tried both, cobalt
cuts fiberglass pcb OK, didn't break neither. In many cases you can get bags
of 10 HSS bits for the price of one good quality cobalt bit. Sharpness also
depends, drilled 6 PCBs with the same HSS bit, still does the job OK.
