Sure! But as with anything else you need to have the right tools.
I use a "solder sucker" (not sure if that's the right name) -a spring
loaded "pump" which you apply over the heated IC leg, and when the solder
is melted you press the spring-button and the melted solder is sucked away!
Repeat this until all the solder from each leg is removed, and you should
be able to remove the IC and solder it in the right way (I prefer using IC
sockets most of the time, even though this costs a little extra).
