To me it sounds like someone (perhaps him) has complained about the smell..
Im sure if you call your local envirnment agency they can provide some help
(they SHOULD be able to) about what soldering does(or does not) so to the
environment.

this is the best idea, suggest it to the landord...
Im sure (if hes a reasonable guy) he would accept this...
Poke the tubeing out of the window, turn on the fan and you're off...
I would suggest makeing a bit of wood the size of the gap in your window
with the tube attached,
That way none of it will come back into the house...
