the cheapest MIDI controller you could DIY in kit form that I know of is
the paia midi2CV. One mode allows 8 CCs to be converted. Generating
Hundreds of CVs from MIDI will get a little expensive.
It might be cheaper and easier to set up a few control panels for the
LEDS, just LFOs and pots wired to the rails. Add a couple sequencers for
sequencing. There are plenty of few-feature sequencer schematics floating
around to be built cheap.
