[sdiy] vero board layout software? (newbie stuff)

They ussd to make a special cutting tool... it was a drill bit that had a
smooth pin
that would go into the hole... with a cutting edge just big enough to blow
away the
strip. You just cut lightly into the board..
two parallel cuts with X-acto knife and a whisk of the soldering iron works
as well.
Or a Dremel tool with a burr bit ?
