[sdiy] Power Supply arrangement

Here's a couple of questions regarding power supply distribution - I'm just getting ready to lay out my boards  so comments & advice would be welcome...


Is it better to have a power supply feeding out [say] +/-18V to each module and then regulate down to +/-15V on each module OR just set up the PSU to supply +/-15V and feed that directly to each module? 

Besides smoothing on the PSU module itself, how much decoupling should I add to each module? Assuming an electrolytic + ceramic on the inputs to each module, is a decoupler to each rail on every IC too much [or not enough] ?
