I would vote the Korg MS20 vcf as a good starter vcf.

It's pretty easy to build, no hard to get parts. Only the 
expo-trannies need to be matched (or you don't match them at 
all, it doesn't make a big difference if you tune the filter 
by hand).

Last but not least it's a nice souding filter, and it's fun to 
play with it (even if you don't have a synth you can run your 
favorite music through it and have fun).

If I only could remember on which site I've downloaded the schemantic. 

If anyone is interested: I have a tested and simple one-sided 
pcb design for it.
