* What family of Cmos IC do you use,
CD40xx, HE40xx, HEF40xx are ok.
However HC40xx and HCT40xx won't work
as they run on 5V and not higher.

* What supply voltages are you running the Cmos ICs on?

-Vdd (+ supply pin of the Cmos) should be 15V and
the point labeled Vcc in the schematic are also +15V.

-Vss (- supply pin of the Cmos ) should be GND

* The TL074 should be powered with +15V and -15V.

When using these voltages you should get about +15V from the gate.
Not completely sure about the maximum CV out,
but it will be quite a bit higher than you have now.

BTW if you use 12V instead of 15V its also ok.
