Hi,

A buzz box? I presume you mean a continuity tester.

It depends upon how low a resistive load your tester expects to see across
it's terminals to give a positive reading. What you're seeing probably just
means that, with some ICs present, there is now a path of sufficiently low
resistance (which might still be relatively high) for your tester to 'buzz'.

In any case, it's probably not good practice to probe around circuits with a
continuity tester in this manner. It might be capable of sourcing enough
current to cause further damage to semiconductor devices on the board.
(Someone correct me if I am wrong!)
