Searching for ECC86 on www.google.com turns up several places selling them,
also gives an equivalent which is easier to find in USA.
It appears to be specially made to run at low plate volts, rather
than being 'starved'.
Personally, I wouldn't build a new project around it, I'd use back-to-back
12v AC warts, that gives you your filament volts (use 6v if it is a 6v valve 
which I think it is) and, you have 110 or 230 AC to play with then.
