  In portable gear, the fewer sockets, the better.  The only things
typically socketed are program ROMs, CPUs, etc.  (and sometimes those
chips get popper loose).

  In the case of sockets with integral decoupling, these are usually too
expensive for volume production.  Far cheaper to direct-mount a part and
attach a nearby decoupling cap.  Now, for repairs, I occasionally use
them, but only for 24,28 and 40 pin parts--and then only if the power pins
for the part in in the 'standard' locations.  I use regular turned-pin
sockets when replacing chips, and if decoupling is needed, I attach a cap
to the underside of the board for each chip position that needs it as
shown earlier.
