Hi Paul,

Anode of D7 (right side) should be connected to pin 2 of U7, not pin 6.
In your circuit, no current flows from pin 5 of 3080 (Iabc) to pin4 (-Vcc).
These pins (5 and 4) should be in the feedback loop of U7.
