There are a bunch of Pokey editors around. They allow full access to the
Pokey register set. There were a set of Books called "The First Book of
Atari", the second book etc. One of them included a full editor.
Look on Atari websites and you can find a lot of free software. The is even
a program that turns your PC into an Atari 800 peripheral. That's how you
get the files onto the Atari. It uses a serial port on the PC with a fairly
simple hardware interface.
