Thanx to all who responded to my shocking notebook experience
question. In fact it turnded out that the power outlet wiring was
all wrong, the whole cellar was wired wrong by some tenant (!).

Perhaps this has saved my sister's life, because there's also
her washing machine in the cellar, now, imagine, wet clothes,
water all over, and a malicious wrong connected chassis!!!
