There is a whole thread about this somewhere in the archives and it had to do with too many private posts being accidentally sent to the whole list. So the moderators set up the buttons as follows;
If you want to reply privately to the person sending the post you click \u2018reply\u2019 (single)
If you want to reply to the list you click \u2018reply to all\u2019 (plural)

Why does the default on this forum go to *private* email? It is
rather annoying. Since this is a forum, 99% of the posts are for
public consumption, so do change the settings accordingly.
