The series R-C across the power switch is designed to suppress the high voltage
spike that will otherwise occur when the current through the power transformer (also an inductor)
is interrupted by opening the switch. If not snubbed, the arcing that can result will
damage the switch contacts over time.
You see this same type of snubber across relay contacts when they are switching
inductive loads.
