Subject: Calibration Troubleshooting

I recently built one of Jed's klm-367 boards that I'm trying to troubleshoot. I'm newer to fixing electronics but have most of the basic to intermediate concepts down. I know you cant really help too much via message board, but I was wondering if someone could at least confirm some voltages for me and potentially point me in the right direction.

I was in the process of going through calibration when I reached the point where you hook up a scope to TP5 I get stuck.
As of right now I cant seem to get any signal on TP5 when I look at it on my scope. I traced it back to IC1-4 which should be one of the input/outputs for the switch (HEF4066BP). When I measured the voltage on the enable pin for said switch (IC1-5) I get a reading of -5v. This seems strange to me, being that its not the approximately +5v needed to enable. I checked the resistor array (R15) which feeds the said enable pin, and the second pin is showing -5v while all the other legs are showing +5v with the exception of the last leg showing +2.5v. I have replaced R15, IC1 and IC2 with no success. I Noticed that the Vss for IC1 is -5v, which in my limited experience have never seen a negative voltage for Vss. That being said the board was clearly designed that way, but just wanted to include that info just in case it would help someone decipher my problem. I'm kinda at a loss for where to go from here. It seems like the -5 from Vss of IC1 is somehow being pushed out the enable pin and keeping the +5v from reaching the IC? I also thought it could just be that IC21 isn't working but I cant get continuity between Y1 and Z1 like I can with the rest of the enabled outputs of IC1.

Hopefully that isn't too convoluted of a description of whats going on. Any suggestions would be much appreciated. Also, i'm having problems getting the ARP section to toggle on. I seems to be functioning as far as the rate and LED are concerned, but I cant get Chord, poly etc modes to toggle on. I'm guessing this is a separate issue but wanted to include that info just in case.
