From your description, everything is working correctly.
The mod wheel on the Polysix is hardwired to the VCO -- it does not
affect anything else.
The controls on the front panel for modulation to the VCO/VCF/VCA are
part of the patch programming, and are totally independent of the
wheel. This is unlike other synths, but it's the way the Polysix was
designed.
(this info is contained in the user manual, available several places for
free download).

Sounds like your synth is working the way it was designed.
