It's conceivable that IC35 (CMOS 4042) is dead; is there 5V at pin 16?
As long as you're checking continuity, look at the resistor network of
R94 - 97 from the output pins; the junction of the four resistors
should connect to pin 6 of CN03 to the effects board.

Also, check the connections from the front panel: the rotary switch
requires connections to P10, 11, 12 & 13, and D03.

It's unfortunate you don't have access to a scope: while continuity
checking is good, viewing the test points with a scope is a much faster
way of determining what's working correctly & what isn't.
