Garageband is Mac only.  The only way to get it on Windows is to install a hacked version of the Mac OS for Intel-processors.  Otherwise, the closet thing I can think of that is similar to Garageband is Vegas Pro Audio Tools by Sony Creative Software.

Ladies, Gentlemen, others...
At the prompting of my missus, I've signed up for Evening Classes, organised by my local council. One of the courses is entitled "Computers: Digital Music". Apparently, the course is wrapped round Apple's 'Garageband' application. I've had a look at Apple's blurb on the subject, but it doesn't compare to someone actually using it. Have a look at...
A couple of questions...
1) What's it like, and...
2) Is it possible to get a version of Garageband that can run on Windows?
