There must be some mistake in the manual - on the first page of transmission SysEx explanation the request is as yours, but on the next page in binary table it is F0 42 21 01 20 F7, which is described in the first table as Data Error...

For finding the solution for similar problem with partial data block try different MIDI interface, different software, different computer, different MIDI cables.
