the problem of my joystick is that the pitch bend modulation (right and left) is combined with the DCO modulation and VCF (above and below) ..

if I move the joystick up and down = nothing happens.
if you move the joystick right and left = simultaneous modulation of pitch bend + DCO (by moving the joystick to the right) and simultaneous modulation of pitch bend + VCF (by moving the joystick to the left).

How do you know this chip is faulty? What exactly is the problem with the joystick?

A suitable replacement for IC17 is probably 74HC74.
